Department of Social Welfare and Development (DSWD) offers a Social Welfare Officer III position for Registered Social Workers. The role is under Field Office V and the Pantawid Pamilyang Pilipino Program. It is a Contract of Service position with Salary Grade 18 pay of ₱47,192.25 per month, inclusive of premium. The assignment may be anywhere in Bicol. Applicants need a Bachelor’s degree in Social Work, relevant training, relevant experience, and R.A. 1080 (Social Work) eligibility.

Qualification Guide

Minimum Qualifications

  • Experience: 2 years of relevant experience

Preferred Qualifications

  • Education: Bachelor’s degree in Social Work
  • Experience: 3 years of experience in community organizing, case management/analysis, support to an organization, or major/complex project
  • Training: 24 hours of training in planning, organizing, frontline service

Job Summary

The Social Welfare Officer III manages provincial cluster operations and administration. The officer also ensures that activities follow the approved Work and Financial Plan. In addition, the role leads and monitors the systems and processes of the Pantawid Pamilyang Pilipino Program. The officer works with partners and beneficiaries to keep units organized and systems working at the municipal level.

Statement of Duties and Responsibilities

Provincial Operations and Support

  1. Reviews proposed activities and budget needs at the Provincial level. Provides inputs and recommendations. Checks resource needs for personnel, materials, and logistics. Then, follows up with concerned units, coordinates with field staff, and allocates resources as needed. (added from SWOIV/PL duties and responsibilities)
  2. Provides technical assistance through consultation, meetings, dialogues, case conferences, spot checks, and mentoring. In this way, Municipal Links and field implementers receive support with their tasks, functions, and deliverables. (combined duties of PL and SWOIII)
  3. Checks and provides technical assistance to subordinates. Also, ensures that advisory committees and action teams in the province function properly. The officer evaluates the program situation and conducts meetings with stakeholders. These meetings address program issues and concerns. The officer also seeks support to resolve concerns and promote the program. This includes supply-side requirements, advocacy, convergence, and community resource mobilization. Systems and Program Monitoring

  1. Monitors and leads systems operations at the provincial level. In particular, the officer ensures timely responses to documents and system requirements. These include complete submission of updates forms, completion of CVS forms by partner agencies and stakeholders, retrieval and submission to RPMO, responses to queries and complaints, validation of GRS cases, and cash grant releases.   2. Reviews and monitors consolidated updates and reports on provincial caseload. These include:
    1. Registration and Enrollment-IDs, Oath of Commitment & LBP forms 1
    2. Household data updating
    3. Verification of compliance for households, children, schools, and health centers covered in the conduct of verification
    4. Updating of the library of schools and health centers in coordination with the ITO
    5. Grievances and complaints received, responded to, and resolved. (added from SWOIV/PL duties and responsibilities)
  3. Monitors and ensures compliance by Local Government Units and partner agencies with the supply-side requirements of the program. This can be assigned to SWO V/external partnerships.
  4. Coordinates with cluster focal staff and C/MLs in the implementation of the 4Ps within the cluster area down to the Municipal level. The level of coordination with cluster focal persons can be led by SWO Ill in other regions but may be different for NCR.

Case Management and Beneficiary Support

  1. Assists City Links/Caseworkers with case management for households with dysfunctional families or household members in difficult circumstances. These include child and women abuse cases, children in conflict with the law, marital conflict, and systems-related cases.
  2. Ensures close coordination with key partner agencies, LUs, and other stakeholders at the municipal level through the Municipal Link. This helps with compliance verification, support services, and other program requirements. The Partnership component of SWO Ill can be defined and limited to NAS/school and health facilities and other concerns.
  3. Consolidates, reviews, and provides inputs for periodic reports, case summary reports, issues, and recommendations submitted by City/Municipal Links. Then, endorses the same to the Operations Office for action by the Area Coordinator/Provincial Link.

Supervision and Field Work

  1. Assists in the performance evaluation of C/MLs.
  2. Conducts interviews, home visits, field validation, counselling, and case management of program beneficiaries.
  3. Assists in supervising C/MLs and SWAs stationed in the City/Municipal Operations Offices.
  4. Ensures that the caseload of City Links and SWAs is proportionate to the number of households, parent groups, and geographical areas assigned to each group.

Community Support and Other Duties

  1. Ensures community organizing at the District/City Level where resource mobilization is exhausted. The goal is to uplift the well-being of partner beneficiaries.
  2. Facilitates referrals or links partner beneficiaries to appropriate social interventions.
  3. Finally, performs other tasks as may be assigned.
